With reference to your telegram No. 115 of the 9th instant, I have the honour to inform you that Mr. E. G. Hillier telegraphed to-day to his principals in London respecting the negotiations for a loan in connection with the redemption of the above line, and his message, which will be communicated to you by the Hong Kong and Shanghai Bank, expresses substantially my views on the subject.
